Meet our management team

Noel Sharpe — Chief Executive Officer:

Noel, guiding the way as our CEO since January 2023, draws on many years of executive-level experience in social housing.

Passionate about health, wellbeing, and financial inclusion, Noel drives initiatives that positively impact our customers and communities.

With a background spanning general needs and supported housing, property maintenance and regeneration, Noel is committed to enhancing lives through her strategic leadership.

As CEO, Noel has overall responsibility for compliance with the national standards, including consumer standards, set by the Regulator of Social Housing.

Pam Welford — Executive Director of Finance, Development, & Business Services:

Pam is dedicated to maintaining our financial stability and overseeing planning, treasury management, fraud prevention, and risk management, enabling us to meet our business objectives.

With two decades of service to social housing, Pam oversees financial performance reporting, accounts, rents and service charges, and our value for money strategy.

In respect of the regulatory standards, Pam’s work mainly contributes to compliance with the financial viability, rents and value for money standards.

Debra Woodcock — Executive Director of People & Business Transformation:

Debra is our people champion and shapes our organisational culture.

Overseeing HR services, employee welfare and wellbeing, pay and pensions, recruitment, learning and development, and apprenticeships, Debra fosters a diverse and inclusive workplace.

In respect of the regulatory standards, Debra supports the team to deliver against the standards and ensures that we have the right skills in place to deliver our services effectively.

Lisa Tulip — Executive Director of Customer Experience:

Lisa leads our digital transformation, data management and business technology strategy.

Enthusiastic about teamwork and positive change, Lisa oversees systems development, data management and protection, and partnerships and communications.

In respect of the regulatory standards, Lisa’s work mainly contributes to compliance with the transparency, influence and accountability standard.

Richard Hargreaves — Executive Director of Operations:

Richard is our lead for home repairs, maintenance and improvements.

With an extensive background in project management and construction within social housing, Richard oversees technical services, asset management and stock investment programmes, carbon reduction initiatives, and neighbourhood environmental services.

In respect of the regulatory consumer standards, Richard’s work contributes to compliance with the consumer standards and particularly the safety and quality standard.

Tina Cunliffe — Group Director of Corporate Services and Company Secretary:

Tina ensures things run smoothly across business planning, governance and compliance, legal, performance regulation, facilities management, and health and safety.

A hugely experienced housing professional, Tina's commitment also extends to other roles including chairing Maxmedia, our marketing and communications agency, and Groundwork Greater Manchester.

In respect of the regulatory standards, Tina ensures we assess ourselves against all the standards and that these are reported to our Board. Tina is our regulatory contact, and her work contributes to all the standards.  

The responsible person for health and safety is Alastair Brock, our Assistant Director for Health, Safety, Facilities Management and Insurance.
