Noel Spencer

Councillor Noel Spencer

Noel is a Councillor for the Farnworth Ward and currently the Chair of the Farnworth Neighbourhood Management Board.

Noel first became interested in housing during 1969/70, when he was involved in the Fair Rents Campaign at a time when Ted Heath led the Government. He was previously a member of the Regional Housing Board and also held the position as Chair of Housing at Bolton Council; he has been Chair of Bolton at Home’s Board since 2002.

He has also been Chair of the M62 Group since its formation, and has been Chair of the North West Housing Forum since 2000 until 2006.

Alternatives to traditional methods of financing social housing are of particular interest to Noel.

On a personal level, Noel has an interest in military history and a love of modern jazz, particularly admiring the ‘great American standards’.

He is also involved in a number of local and national voluntary groups and charities. In 2007 he was awarded the MBE for services to Social Housing.
