
There is no commonly agreed definition of what is meant by the term
antisocial behaviour. One definition of antisocial behaviour is:
“Any behaviour which interferes with the peaceful enjoyment of the home
and surrounding area.” (Source: Hunter, Nixon and Shawe 2000, Tackling
Antisocial Behaviour)
It can cover a wide range of behaviour from noise nuisance to serious
harassment. Some examples of antisocial behaviour are listed below:
Antisocial behaviour includes serious incidents – threats of physical
violence
and actual violence, serious criminal damage to property, hate crimes and
incidents, drug issues, domestic violence, ongoing harassment or
intimidation.
Nuisance includes noise nuisance, youth nuisance, dogs barking, frequent
visitors to property late at night causing nuisance where there is no
criminal activity and verbal abuse.
Bolton at Home has a responsibility to investigate reported complaints of
antisocial behaviour if either the person complaining or the person causing
the problem is a council (Bolton at Home) tenant.
Bolton at Home is committed to investigating and resolving cases of
antisocial
behaviour, nuisance, racial harassment and hate crime. We will ensure all
incidents reported to us that are our responsibility are sensitively
investigated and resolved. Appropriate action will be taken against
offenders and support provided to victims of antisocial behaviour, nuisance,
racial harassment and hate crime.
If your complaint is not Bolton at Home’s responsibility you should either
contact your landlord, the Police (0161 872 5050 or 999 in an emergency),
Bolton Council ‘Its Your Call’ tel. 336500, Citizens Advice Bureau (0844
8269707) or a solicitor.
Following your initial complaint we aim to contact you within 1 working day
if your case is urgent, for example domestic violence, hate crime or
threats/violent behaviour, and 2 working days for persistent nuisance and
less serious antisocial behaviour. Customers reporting antisocial behaviour,
nuisance and hate crime will be kept up to date regularly with progress in
relation to their complaint
It is possible to take action if the behaviour occurs either in the tenant's
home or in the locality around their home. For instance, if the tenant's
children are causing trouble several streets away from their home. It is
possible to hold the tenant responsible.
