Selective Licensing

Proposal for the Selective Licensing of privately rented housing in Bolton

Bolton Council intends to make an application to the Government to gain approval to introduce a Selective Licensing scheme within an area of the Tonge with the Haulgh ward.

The Housing Act 2004 gives Councils the power to introduce the licensing of private sector rented houses within a designated area. The changes in the law mean that Bolton Council can introduce Selective Licensing where licensing would be of benefit to the local community and will ensure that management standards in the private rented sector are regulated.

Why introduce Selective Licensing?

The benefits of Selective Licensing include:

If introduced a private landlord would have to apply to be licensed and should they fail to meet the basic requirements they cannot operate as a private landlord. Also, if they meet licensing standards now but breach the conditions at a later date then we could revoke the original licence.
