Housing Percent for Art is a service located within Bolton at Home, the
council controlled company managing the Council’s Housing stock. The service
also serves the organisations of Bolton Community Homes, an umbrella
partnership of 9 housing associations working in the Bolton Borough.
We work with communities to maximise the benefits of regeneration,
facilitated by creative arts projects. The scheme objectives are:
Projects can involve a diverse range of artform activities, such as environmental art, public art, video, drama, dance, photography, digital art and others as appropriate, but the projects fall broadly into four categories:
A project brief will be drawn up by the Housing Arts Officer and can be circulated to artists in a number of ways, but typically:
The Housing Percent for Art Team will attempt to recruit local artists where possible, however this is not always achievable and if we cannot identify sufficient local artists we will advertise beyond Bolton.
If a particular specialism is required the Housing Percent for Art Team may contact other agencies or organisations for contacts and/or recommendations. We may also ask other arts agencies and/or organisations to advertise on our behalf.
A lot depends on the nature of the project, but the method of selecting an artist usually involves either:
Artists will be invited to submit an expression of interest with a CV, up to 10 slides and a slide list – photographs / electronic images are also acceptable - by a defined closing date. Where possible artists should include some examples of previous work that is particularly relevant to the specific brief as part of their supporting material.
CDs, slides, photographs and/or any other supporting material will be returned to the artist after interview, unless alternative arrangements have been agreed. Artists CVs will be kept on file for future reference.
The Housing Arts Officer and other interested parties will meet to shortlist suitable applicants to be interviewed for the commission. Shortlisted artists will be invited, by letter, email or by telephone, to attend for interview.
The interview panel will comprise a Housing Arts Officer, and normally
the lead officer on the project and a representative from the tenants and
residents association involved in the project.
The interview format will consist of questions from the panel relating to
the project brief. Artists will also be asked to provide evidence of their
suitability for the commission, providing visual evidence – photographs /
Powerpoint or slide presentation, for instance.
Successful and unsuccessful artists will be contacted as soon as possible
after the conclusion of interviews, and a contract will then be negotiated
with the successful candidate and drawn up by the Housing Arts Officer.
