The Concierge service was developed in 1991 as a result of the many
anti-social behaviour problems around a block of flats called Skagen Court
which was a Bolton at Home property in the School Hill area of Bolton. This
block of flats has since been demolished.
Police were being called to control children who were riding motor bikes
across the deck access corridors and into the lifts. Bolton at Home (or
Bolton Housing as it was then) advised what could be done to reduce this
amount of anti-social behaviour and put in a bid for money for a Concierge
and CCTV system.
The Concierge service provides a remote facility for entry to buildings and Closed Circuit Television (CCTV) monitoring to increase security. The Control Room is always staffed by at least 2 operators and provides the service 24 hours a day, 365 days a year within a Control Centre.
The facility is available in a variety of forms to a number of housing
estates, low rise and high rise flats.

The Concierge Service monitors activity, including anti-social behaviour and crime and disorder, via CCTV cameras, in the areas where our cameras are located, namely:
Concierge Operators sit in a Control room monitoring 42 screens and
respond to calls from customers and visitors requiring access to
sites/blocks of flats. Upon hearing the buzzer they reply and, if
appropriate, allow access.
Concierge Operators are trained towards SIA (Security Industry Association)
licensing which is now a legal requirement for anyone working in public
spaces and providing a service for other organisations.
The Concierge Service Control Room has been extensively renovated to
update equipment to digital, which will bring the system up to date and
allow for more accurate, economical and efficient evidence gathering.
Further development includes a planned replacement of all existing cameras
and door entry systems over the next few years.
Bolton at Home work in partnership with the local police, Anti-Social
Behaviour Teams, and other Registered Social Landlords (RSLs).
Duplicate video evidence is disclosed under strict regulations, to
appropriate authorised bodies, including solicitors and emergency services.
The Concierge strategy includes the restructure of staff, increasing the amount of anti-social behaviour surveillance and upgrading the technical side over a 2/3 year period.
